All Board, management and staff of the Library District are expected to conduct themselves in the best interest of the public, including but not limited to:

  • avoiding conflicts of interest where they might exist;
  • considering public input in policy decision-making;
  • responding to the public in ways that are complete, prompt, clear, and easy to understand; and,
  • promoting accountability in decision-making through appropriate internal controls.

When any breach of ethical conduct has been observed it should be reported to the Executive Director or Library District attorney who will investigate any allegations.

The Library District prohibits any retaliatory or other punitive actions against the person(s) who report the alleged conduct.  Every effort will be made to maintain the confidentiality of any person(s) reporting such conduct, as well as the confidentiality of the person(s) accused of such conduct; however, strict confidentiality cannot be guaranteed.

In addition to the above, ALD also adheres to the following American Library Association (ALA) Code of Ethics, opens a new window principles:

CODE OF ETHICS

As members of the American Library Association, we recognize the importance of codifying and making known to the profession and to the general public the ethical principles that guide the work of librarians, other professionals providing information services, library trustees and library staffs.

Ethical dilemmas occur when values are in conflict. The American Library Association Code of Ethics states the values to which we are committed, and embodies the ethical responsibilities of the profession in this changing information environment.

We significantly influence or control the selection, organization, preservation, and dissemination of information. In a political system grounded in an informed citizenry, we are members of a profession explicitly committed to intellectual freedom and the freedom of access to information. We have a special obligation to ensure the free flow of information and ideas to present and future generations.

The principles of this Code are expressed in broad statements to guide ethical decision making. These statements provide a framework; they cannot and do not dictate conduct to cover particular situations.

  1. We provide the highest level of service to all library users through appropriate and usefully organized resources; equitable service policies; equitable access; and accurate, unbiased, and courteous responses to all requests.
  2. We uphold the principles of intellectual freedom and resist all efforts to censor library resources.
  3. We protect each library user's right to privacy and confidentiality with respect to information sought or received and resources consulted, borrowed, acquired or transmitted.
  4. We respect intellectual property rights and advocate balance between the interests of information users and rights holders.
  5. We treat co-workers and other colleagues with respect, fairness, and good faith, and advocate conditions of employment that safeguard the rights and welfare of all employees of our institutions.
  6. We do not advance private interests at the expense of library users, colleagues, or our employing institutions.
  7. We distinguish between our personal convictions and professional duties and do not allow our personal beliefs to interfere with fair representation of the aims of our institutions or the provision of access to their information resources.
  8. We strive for excellence in the profession by maintaining and enhancing our own knowledge and skills, by encouraging the professional development of co-workers, and by fostering the aspirations of potential members of the profession.
  9. We affirm the inherent dignity and rights of every person. We work to recognize and dismantle systemic and individual biases; to confront inequity and oppression; to enhance diversity and inclusion; and to advance racial and social justice in our libraries, communities, profession, and associations through awareness, advocacy, education, collaboration, services, and allocation of resources and spaces.

CONDUCTA ÉTICA 

Se espera que toda la junta directiva, administración y personal del Distrito de Bibliotecas se comporten en el mejor interés del público, incluyendo, entre otros, a:

  • evitar los conflictos de intereses cuando puedan existir;
  • tener en cuenta los aportes del público en la toma de las decisiones políticas;
  • responder al público de manera completa, rápida, clara y fácil de entender; y,
  • fomentar la rendición de cuentas a través de controles internos apropiados.

Cuando se haya observado cualquier incumplimiento de la conducta ética, esta debe ser informada al director ejecutivo o al fiscal del Distrito de Bibliotecas, quienes investigarán cualquier acusación.

El Distrito de Bibliotecas prohíbe cualquier represalia u otras acciones punitivas contra la(s) persona(s) que denuncie(n) la presunta conducta. Se hará todo lo posible para mantener la confidencialidad de cualquier persona(s) que denuncie(n) dicha conducta, así como la confidencialidad de la(s) persona(s) acusada(s) de tal conducta; sin embargo, no se puede garantizar una confidencialidad estricta.

CÓDIGO ÉTICO

Como miembros de la Asociación de Bibliotecas de los Estados Unidos, reconocemos la importancia de organizar y dar a conocer a quienes practican la profesión y al público en general, los principios éticos que guían el trabajo de los bibliotecarios, los otros profesionales que prestan servicios de información, los administradores de la biblioteca y el personal de la biblioteca.

Los dilemas éticos ocurren cuando los valores están en conflicto. El Código de Ética de la Asociación de Bibliotecas de los Estados Unidos establece los valores con los cuales estamos comprometidos, y establece las responsabilidades éticas de la profesión en este entorno de información cambiante.

Nosotros influimos o controlamos de manera significativa la selección, organización, conservación y difusión de la información. En un sistema político fundamentado en una ciudadanía informada, somos miembros de una profesión comprometida explícitamente con la libertad intelectual y con la libertad de acceso a la información. Tenemos una obligación especial de garantizar la libre circulación de la información y de las ideas para las generaciones presentes y futuras.

При обнаружении любого нарушения этического поведения следует сообщить об этом исполнительному директору или адвокату библиотечного района, который будет расследовать любые голословные обвинения.

Библиотечный район запрещает любые репрессивные или другие карательные меры в отношении лица(-), сообщающего(-их) о предполагаемом поведении. Будут предприняты все усилия для сохранения конфиденциальности любого лица(-), сообщающего(-их) о таком поведении, а также конфиденциальности лица(-), обвиняемого(-ых) в таком поведении; однако строгая конфиденциальность не может быть гарантирована.

ЭТИЧЕСКИЙ КОДЕКС

Как члены Американской библиотечной ассоциации, мы признаем важность систематизации и доведения до сведения профессионалов и широкой общественности этических принципов, которыми руководствуются в работе библиотекари, другие специалисты, предоставляющие информационные услуги, попечители библиотек и сотрудники библиотеки.

Этические дилеммы возникают, когда ценности противоречат друг другу. Этический кодекс Американской библиотечной ассоциации устанавливает ценности, которым мы привержены, и воплощает этические обязанности профессии в этой меняющейся информационной среде.
