The American Library Association affirms that all libraries are forums for information and ideas and that the following basic policies should guide their services:

  • Books and other library resources should be provided for the interest, information and enlightenment of all people of the community the library services. Materials should not be excluded because of the origin, background or views of those contributing to their creation.
  • Libraries should provide materials and information representing all points of view on current and historical issues. Materials should not be proscribed or removed because of partisan or doctrinal disapproval.
  • Libraries should challenge censorship in the fulfillment of their responsibility to provide information and enlightenment.
  • Libraries should cooperate with all persons and groups concerned with resisting abridgment of free expression and free access to ideas.
  • A person's right to use a library should not be denied or abridged because of origin, age, background, or views.
  • Libraries which make exhibit spaces and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use.

DECLARACIÓN DE LOS DERECHOS DE LAS BIBLIOTECAS 

La Asociación de Bibliotecas de los Estados Unidos de América afirma que todas las bibliotecas son foros para información e ideas y que las siguientes políticas básicas deben guiar sus servicios:

  • Los libros y otros recursos de la biblioteca deben proporcionarse para el interés, información e ilustración de todas las personas de la comunidad a la que la biblioteca presta servicios. Los materiales no deben excluirse por razón de origen, procedencia o las opiniones de quienes hayan contribuido a su creación.
  • Las bibliotecas deben proporcionar materiales e información que representen todos los puntos de vista sobre cuestiones actuales e históricas. Los materiales no deben prohibirse ni retirarse por motivos de desaprobación partidista o doctrinal.
  • Las bibliotecas deben desafiar la censura en el cumplimiento de su responsabilidad de proporcionar información e ilustración.
  • Las bibliotecas deben cooperar con todas las personas y grupos interesados en resistir la limitación de la libertad de expresión y el libre acceso a las ideas.
  • El derecho de una persona a utilizar una biblioteca no debe denegarse ni restringirse por motivos de origen, edad, antecedentes personales o puntos de vist.
  • Las bibliotecas que ponen espacios de exposición y salas de reunión a disposición del público al que sirven deben ofrecer dichas instalaciones de forma equitativa, independientemente de las creencias o afiliaciones de los individuos o grupos que soliciten su uso.

Американская библиотечная ассоциация утверждает, что все библиотеки являются форумами для обмена информацией и идеями и что их услуги должны определяться следующими основными принципами:

  • Книги и другие библиотечные ресурсы должны предоставляться для интереса, получения информации и просвещения всех людей в сообществе, обслуживаемом библиотекой. Материалы не следует исключать из-за происхождения, биографии или взглядов тех, кто участвовал в их создании.
  • Библиотеки должны предоставлять материалы и информацию, представляющие все точки зрения на текущие и исторические вопросы. Материалы не должны запрещаться или удаляться из-за партийного или доктринального неодобрения.
  • Библиотеки должны бороться с цензурой, выполняя свои обязанности по предоставлению информации и просвещению.
  • Библиотеки должны сотрудничать со всеми лицами и группами, заинтересованными в противодействии ограничению свободы слова и свободного доступа к идеям.
  • Нельзя отказывать человеку или ограничивать его в праве пользоваться библиотекой из-за происхождения, возраста, происхождения или взглядов.
  • Библиотеки, предоставляющие выставочные площади и конференц-залы в распоряжение читателей, которых они обслуживают, должны предоставлять такие помещения на справедливой основе, независимо от убеждений или принадлежности отдельных лиц или групп, запрашивающих их использование.
